Brandy DeLange is the Executive Director of the Freight Mobility Strategic Investment Board (FMSIB), where she leads statewide efforts to advance strategic freight and infrastructure investments that support Washington’s economy and supply chains. She brings more than a decade of experience in local government and public policy advocacy, with expertise in transportation, infrastructure, and energy policy.

Brandy holds a Master of Public Policy and Administration from the University of Colorado Denver and a Bachelor of Arts in Political Science and English from the University of Colorado Boulder. Outside of work, she enjoys traveling with her husband, discovering hidden culinary gems, and seeking out her new favorite brewery.

Monica Whitman is the Transportation Planning Specialist at FMSIB. She brings more than a decade of experience in transportation planning, policy, and intergovernmental relations. Before joining FMSIB, Monica managed the Six-Year Transportation Improvement Program and Long-Range Transportation Master Plan for the City of Kent and served as a Senior Policy Analyst with the Sound Cities Association.

Monica holds a Bachelor of Science in Geology from Washington State University. Outside of work, Monica enjoys spending time with her family, her dogs, and getting out on the water whenever possible.  

Joy is the Executive Assistant at FMSIB and brings over 20 years of experience and knowledge of state government organization and administrative procedures, office methods and procedures, and research methods and data collection. Joy provides administrative support to the FMSIB board and staff by keeping priorities organized and operations running smoothly. Before joining FMSIB, Joy worked for WSDOT, most recently with the Rail, Freight, and Ports Division.

Joy holds a Bachelor of Arts in Social Science from Brandman University. In her spare time, she enjoys hiking, concerts, and traveling with her husband.
