Brandy DeLange is the Executive Director of the Freight Mobility Strategic Investment Board (FMSIB), where she leads statewide efforts to advance strategic freight and infrastructure investments that support Washington’s economy and supply chains. She brings more than a decade of experience in local government and public policy advocacy, with expertise in transportation, infrastructure, and energy policy.
Brandy holds a Master of Public Policy and Administration from the University of Colorado Denver and a Bachelor of Arts in Political Science and English from the University of Colorado Boulder. Outside of work, she enjoys traveling with her husband, discovering hidden culinary gems, and seeking out her new favorite brewery.

Fred is the Transportation Planning Specialist for FMSIB. Before his position at FMSIB, Fred worked in transit service planning and environmental planning roles for the Santa Clara Valley Transportation Authority. In his tenure there, his duties included sustainability initiatives, contract project management and grant applications to assist in the agency’s mission of providing bus, light rail and congestion management to Santa Clara County. In addition to his experience in the public sector, Fred served as Sergeant in the California Army National Guard where he participated in several domestic activations.
Fred holds a B.A. in Geography and M.S. in Geography from Central Connecticut State University. In his free time, he enjoys cooking, homebrewing and travelling to new countries with his wife.

Joy is the Executive Assistant at FMSIB and brings over 20 years of experience and knowledge of state government organization and administrative procedures, office methods and procedures, and research methods and data collection. Joy provides administrative support to the FMSIB board and staff by keeping priorities organized and operations running smoothly. Before joining FMSIB, Joy worked for WSDOT, most recently with the Rail, Freight, and Ports Division.
Joy holds a B.A. in Social Science from Brandman University. In her spare time, she enjoys hiking, concerts, and traveling with her husband.
